Joshua L. Miller, Ph.D. is the Director of Congress Watch at Public Citizen, where he leads a 13-person government affairs and research team advancing federal advocacy across artificial intelligence (AI), healthcare, financial services, tax policy, appropriations, and corporate accountability. He oversees a multi-million-dollar advocacy portfolio and directs strategic engagement with Congress, the White House, and federal agencies to advance consumer protection, democratic accountability, and economic justice.
Joshua is a nationally recognized expert on congressional oversight, presidential power, and the intersection of race and public policy. His analysis has been featured in Black Enterprise, Inc., Yahoo Finance, and other national outlets. He has advised members of Congress, congressional staff, federal agencies, and coalition partners on legislative strategy, regulatory advocacy, and appropriations policy.
Prior to joining Public Citizen, Joshua served as Vice President of Government Affairs at a leading national Community Development Financial Institution (CDFI), where he advocated for underserved entrepreneurs and Black-owned small businesses, advancing policies to expand access to capital and protect equitable lending programs. Before that, he served on the staff of the U.S. House Committee on Oversight and Reform under Chairman Elijah Cummings, contributing to oversight investigations and legislative initiatives focused on accountability and public integrity.
In addition to his advocacy leadership, Joshua is a political scholar. He is the author of the forthcoming book Law-and-Order President: White Supremacy, Black Resistance, and an Entrenched Presidential Power, which examines the racial foundations of the president’s power over federal law enforcement and ICE.
Joshua holds two Master’s and a Ph.D. in Political Science and Congressional Studies from Howard University and The Catholic University of America.
